for the mods: blocked IPs? Romania?

Hi all! A friend of mine from Romania told me he jsut couldn´t access this site - it just idles and times out. Could this be a case of blocked IP? is it a problem with Romania? any ideas?

PM me his log in name and name of his ISP and I'll make sure his account gets activated. We get alot of spam from that part of the world and his ISP may have turned up on a spam blacklist.
